TOWSON, Maryland — A young life was tragically cut short Tuesday morning in a devastating hit-and-run that has left a family grieving and a community shaken. Todd Hines Jr., just 19 years old, lost his life after being struck by a vehicle along North Point Boulevard, a loss that words can scarcely contain.
According to Baltimore County Police, officers from Precinct 12 – Dundalk responded around 7:35 a.m. to reports of a pedestrian struck by a vehicle. When they arrived, they discovered that Todd had been hit by a 2006 Ford F-250, which fled the scene immediately after the collision, traveling southbound on North Point Boulevard.
In the crucial moments that followed, law enforcement worked swiftly. The vehicle was later located and stopped, and after an investigation by the Baltimore County Police Crash Team, authorities determined that the operator of the Ford F-250 was responsible for striking Todd Hines Jr. An arrest has since been made, with charges pending.
While the investigation continues, the pain of this loss is already deeply felt.
At just 19, Todd stood at the very beginning of adulthood — an age filled with hopes, plans, and possibilities. He was someone’s child, someone’s friend, someone whose laughter, presence, and future mattered. His passing leaves an emptiness that cannot be filled and questions that may never fully be answered.
Hit-and-run crashes carry a particularly heavy weight. Beyond the violence of the impact itself is the heartbreak of knowing that someone fled rather than stopping to help. For Todd’s loved ones, that reality only deepens the grief and disbelief they now carry.
As news of Todd’s death spread, messages of sorrow, anger, and heartbreak echoed through the community. Many are left reflecting on the fragility of life, the responsibility we all share on the road, and the irreversible consequences of a single moment.
Today, the focus is not just on the arrest or the investigation — it is on remembering Todd Hines Jr.
Remembering a 19-year-old whose life ended far too soon.
Remembering the love he gave and received.
Remembering that he deserved more time, more moments, more tomorrows.
As authorities work toward accountability, the community is asked to continue keeping Todd’s family and friends in their thoughts and prayers. May they find strength in unity, comfort in shared memories, and peace in knowing that Todd’s life — though brief — mattered deeply.
Rest in peace, Todd Hines Jr.
You are loved. You are mourned. You will not be forgotten.
